LUMO Rewrite Update
- Process Status: Principal Planner Tas Lagoo reported the LUMO rewrite fell behind schedule due to consultant's draft not meeting Town standards. New consultant hired and currently working on rewrite.
- New Approach: Planning Director Britany Waddell highlighted shift from piecemeal amendments to systematic continuous improvement using omnibus text amendments for batch reviews and approvals.
- Priority Topics for Text Amendments:
- Reducing minimum lot sizes
- Streamlining conditional zoning process
- Delegating administrative decisions to staff
- Eliminating parking minimums
- Council Feedback: Members supported fall text amendments and expressed interest in new housing innovations, addressing ordinance hindrances on non-traditional housing types, expanding affordability, and strengthening tree canopy protections.
- Public Input: Lagoo noted LUMO incorporates all Town plans and includes public input at every step.
Design Standards
- Build-to-Zones: Lagoo presented tools for bringing buildings closer to streets, showing examples from suburban and urban settings with associated trade-offs and variables.
- Step-backs: Discussion of how step-backs influence building massing and tax revenue, with examples ranging from severe to gradual approaches.

- Tax Increase Options: Mayor Anderson requested options to reduce proposed 5.8 cent tax increase to 3.5-4 cents, plus 0.2 cents for Transit.
- Financial Planning: Requested five-year Capital Improvement Plan linked to Fund Balance projections.
- Staff Compensation: Options for staff pay raises requested.
- Downtown Investment: Clearer understanding of Town's Downtown investment needed.
- IFC Funding: More funding requested for InterFaith Council.
- Council Pay: Members agreed to discuss whether they should take pay raises.
