Who is Mildred Council?

From Chapelboro:
“Mildred Council was a legend in the restaurant community in the Tar Heel State. She opened Mama Dip’s in the late 1970s and has been serving southern comfort food for decades. Council’s family has been taking a larger role in running the restaurant in recent years.”
